[NMTSS] Non-means-tested Subsidy Scheme for Self-financing Undergraduate Studies in Hong Kong for 2022/23

To: Current local UG students

Since 2017/18 academic year (AY), the HKSAR Government provides a non-means-tested annual subsidy under the Non-means-tested Subsidy Scheme for Self-financing Undergraduate Studies in Hong Kong (NMTSS) for eligible students pursuing full-time undergraduate programmes (including top-up degree) in the Hang Seng University of Hong Kong (HSUHK). The annual subsidy amount of NMTSS will be increased up to $33,200 in the 2022/23 AY.

For eligible students who have received the NMTSS subsidy in 2021/22 AY and will continue pursuing the same programme in 2022/23 AY within the normal duration of study

Eligible students need NOT submit an application afresh. You will continue to receive subsidy in the 2022/23 AY and during the rest of the normal duration of the programmes (please refer to point II(c) below). Once you have paid the tuition fee net of subsidy under NMTSS for the current programme, it will be regarded as your agreement to apply for the subsidy in the relevant semester. For detail, please read the Letter to Current Students issued by Education Bureau (EDB).

However, you should report changes to the provided information to the Registry by submitting the relevant REG application forms on or before 2 June 2022, in particular the followings:

(a) Update of personal particulars, academic qualifications and record on post-secondary education (e-form)

(b) Participate in overseas exchange (REG Form 02) or internship programme (REG Form 05), defer (REG Form 05) / suspend/ withdraw from study (REG Form 13) in 2022/23 AY

EDB will assess your eligibility for subsidy and decide whether to disburse or adjust the subsidy as appropriate based on the updated information.

For eligible students who have received the NMTSS subsidy in 2021/22 AY and will change to another programme

If you received NMTSS subsidy in 2021/22 AY but decide to transfer to another programme in 2022/23 AY, you should submit REG Form 04 after the release of module results in Semester 2 of 2021/22 AY and a fresh NMTSS application form (NMT01) once you have been approved to transfer. Please note that you are only allowed to change programme once only under NMTSS.

EDB will assess your eligibility for subsidy and decide whether to disburse or adjust the subsidy as appropriate based on the updated information.

For eligible students who did not submit the application for NMTSS subsidy in 2021/22 AY

If you did not submit the application or become eligible to receive NMTSS subsidy (such as retook HKDSE and attained “3322”) and wish to apply for it in 2022/23 AY, please read the following information carefully:

I. Programme

All undergraduate programmes offered by HSUHK are eligible for the NMTSS subsidy EXCEPT subsidized places of the following programmes which are already supported under SSSDP:

  1. Bachelor of Arts (Honours) in Art and Design (BA-AD)
  2. Bachelor of Science (Honours) in Applied Computing (BSC-AC) / Bachelor of Arts (Honours) in Applied and Human-Centred Computing (BA-AHCC)

iii. Bachelor of Business Administration (Hons) in Supply Chain Management (BBA-SCM)

  1. Bachelor of Management Science and Information Management (Honours) (BMSIM)
  2. Bachelor of Science (Honours) in Actuarial Studies and Insurance (BSC-AIN)

Bachelor of Science (Honours) in Data Science and Business Intelligence (BSC-DSBI)

II. Eligibility

NMTSS subsidy is only applicable to Hong Kong students who have:

(a) attained “3322” in the Hong Kong Diploma for Secondary Education (HKDSE) Examination (i.e. level 3 for Chinese Language and English Language and level 2 for Mathematics Compulsory Part and Liberal Studies) when they are enrolled in eligible self-financing first-year-first-degree programmes; or

(b) attained sub-degree qualifications (i.e. after completing the locally-accredited Associate Degree or Higher Diploma programmes in relevant disciplines) when they are enrolled in eligible self-financing top-up degree programmes.

(c) pursed a programme within the normal duration of study, i.e. 4 years for year 1 entry student. In case you take longer than the normal duration of study to complete a programme due to academic reasons, such as retaking modules and/or taking extra modules, NMTSS subsidy is NOT tenable for the study period beyond the normal duration of the programme. In case of deferment of study due to health or other special reasons on compassionate grounds, the University and EDB will consider individual case on its own merits and subsidy may be disbursed for the actual study period, capped by the normal duration of study in total. The University will report such cases to EDB before confirmation of subsidy disbursement.

III. Application Procedures

Eligible students should complete the following procedures in applying for the NMTSS subsidy:

(a) Submit Application Form

– Please (1) complete the NMTSS application form (NMT01) to provide relevant personal information and declare your eligibility for the Scheme, then (2) sign your name (3) download/ print out the application form (4) submit it together with a copy of your (i) HKID card, (ii) HKDSE result slip or AD/HD Academic Transcript (with graduation award), to the Registry via email or in person by 2 June 2022.

– Please note that if you fail to submit the application form by the mentioned deadline, you may be considered as giving up the application for the NMTSS subsidy and you are required to pay the original tuition fee.

(b) Verification of Eligibility

– HSUHK will collect the completed application forms from students on behalf of EDB and proceed with verifying the students’ eligibility for the NMTSS subsidy with EDB.

– Upon completion of verification, you will be informed of the result and the Student Fee Debit Note would be available on your HSUHK eCampus account. Please stay alert to the emails from the Registry and Finance Office.

– Please note that the subsidy of NMTSS will not be granted if you do not meet the eligibility requirements upon verification.

– Please note that provision of any false or misleading information may lead to disqualification of application for the NMTSS subsidy, and students are required to repay the subsidized amount of tuition fee to HSUHK.

Your personal data will be provided to EDB for the purpose of administrating and monitoring of NMTSS in accordance with the relevant provisions of the Personal Data (Privacy) Ordinance (Cap. 486).
